New Life - 0.0.7.4

Fixes:

• Tried a fix for Chiyo's storyline. Apparently I had put the wrong flags for certain weights. Hoping her story will function better now.
• Slight fixes for Stephs storyline.
• Other small repairs to some items and characters.

New locations:

• Police station - not much to do, but it is here.

New characters:

• PC31 - Martha. She has a 20 week education to become a police officer, only one week experience manning the front desk. Mostly takes calls and transfers the callers to the right department. A very work in progress character so far. Will connect to Freddy and his storyline in the near future.

New Stuff:

• Chiyos storyline is now mostly finished and entering bug testing.
• A few new images.
